It is well known such threats like this will block your anti-virus software besides denying you any access to security related websites. The program does not want to be deleted easily and was programmed this way. Your System Restore, Registry Editor and others Windows tool might not function at all neither. It will change your browser settings, will shows you lots of commercial ads (saying to buy the full registered version ! and it will stays resident in the background. Stay calm ! The first thing to do is to run a full and in-depth scan of your whole system to remove PC Scout besides to check if you are not infected with more viruses or rouge softwares. In many cases, there are more than just one virus.
